Many public sector organizations are dealing with the reality of decades of applications that have formed a gnarled, twisting nest of dependencies and constraints that are a headache to manage and maintain. One of the best methods to solve this complexity is to “decompose the monolith” by taking parts of the application portfolio and refactoring them using modern software development techniques and removing dependencies. However, going from managing on-premises data centers using virtualization technologies into a team capable of building a platform using techniques suitable for cloud-native applications is a HUGE jump for teams to make.
